This is 5-card Stayman, but responder may have used this bid only as a means to invite game.
Responder asks opener to bid a 5-card major, if one is held,
otherwise to bid 2

Responder can ask for a 4-card major on the next round, if necessary.

Denies a 5-card major.
Opener may have one or both 4-card majors,
and when responder has game values he can continue the enquiry with 3 to find out.
When responder has game values and a 5-card major of his own,
he can continue by making a transfer bid at the three level.
When responder has only invitational values, he must make a natural bid at the two level.
